Actually (and fortunately), they are neither. Here is a less scary shot of the pair
The pinking shears are shears with a serrated blade, used to cut a zigzag edge in fabric to prevent it from fraying.
I get really uncomfortable working with fraying fabrics. They start unravelling at the slightest touch and make me feel that by the time I’m through cutting and sewing, I would be left with nothing but a bunch of threads! When the lady in the shop showed me the pinking shears, I was ready to jump with joy. The price was a deterrent (they cost a tidy sum), and though I hesitated, I finally purchased it. And they are so worth it.

And, now for the Owl (sorry, I really couldn’t find out why it is thus named). It helps make incisions and holes through thick layers of fabric and/or lining. I imagine it is called an owl because you can cut a hole the size of an owl's eye through any fabric!
Anyway, it's also a very useful tool to have.
